East Central Iowa Climate Action Plan
The East Central Iowa Council of Governments is coordinating the development of the East Central Iowa Climate Action Plan. The planning area includes Benton, Iowa, Johnson, Jones, Linn, and Washington counties. Request for Proposal
The East Central Iowa Council of Governments seeks a consultant or team of consultants to provide assistance as we develop the East Central Iowa Climate Action Plan, a planning effort funded by the United States Environmental Protection Agency’s (EPA) Climate Pollution Reduction Grants (CPRG) program. The Request for Proposal is available here and in the Documents section of this website in the Request for Proposal folder. The proposal submission deadline is August 8, 2024.

Priority Climate Action Plan
The first step in the planning process is to develop a Priority Climate Action Plan (PCAP) that identifies near-term, high-priority, implementation-ready measures to reduce greenhouse gas emissions. The PCAP was published and submitted to the EPA on March 1, 2024. With a completed PCAP, cities and counties in the planning area were eligible to apply for CPRG implementation grant funds to complete shovel-ready projects identified in the plan. CPRG implementation grants are due April 1, 2024.
Comprehensive Climate Action Plan
The second step in the planning process is to develop a Comprehensive Climate Action Plan (CCAP). The CCAP will include near- and long-term greenhouse reduction measures that are based on a comprehensive greenhouse gas inventory, emissions projections, and targets in all key sectors. Key sectors include electricity generation, industry, transportation, buildings, agriculture, natural and working lands, and waste management. ECICOG is currently seeking a contractor to provide assistance with the development of the CCAP.
Project Funding
The East Central Iowa Council of Governments has received financial support from the US Environmental Protection Agency (EPA) under the Climate Pollution Reduction Grant Program. The planning effort is funded with two Climate Pollution Reduction Program (CPRG) planning grants combined to develop one regional plan.
